People can use that address to access your website, or if you have registered a domain name with a domain name register such as www.register.com, you can assign that IP address to the domain name, so people can access your website through the domain name just as a commercial website does. Be ware though, if your IP address is among the three blocks 10.0.0.0 - 10.255.255.255, 172.16.0.0 - 172.31.255.255, and 192.168.0.0 - 192.168.255.255, then it is a private IP address and outside world can not directly see your website. You need to do a port forwarding setup in your router or cable modem and open a 80 port point to your PC or notebook's 80 port. If your IP address starts as 192.168.x.x, most likely you can access your router or cable modem by opening http://192.168.0.1 in a browser and login into it to do the work, depending on your ISP and the vendor's default setup on your router or cable modem. Consult your ISP and broadband access provider for further information. If your IP address is a private IP address, use your router or cable modem's public IP address for your website for other people to access.
